Both players were nominated by Brazilian coach Carlos Dunga on Monday, but the Bundesliga clubs have refused to release their players for the Beijing Olympic football tournament.
The two clubs have repeated previous statements that the players will not be allowed to join up with their countries and miss vital Bundesliga matches at the start of the season.
Midfielder Diego and full back Rafinha had both previously admitted that they would dearly love to represent their country in China this summer.
Despite their refusal to allow Diego to join the squad, Werder do not expect any sanctions to follow from Fifa as a result.
“It’s clear that if we don’t release Diego, we won’t face any sanctions” Bremen general manager Klaus Allofs Allofs said.
A number of top Bundesliga clubs have been trying to persuade their players not to take up the opportunity of playing in the Olympics with Bayern Munich amongst them. Last season’s double winners refused to allow Martin Demichelis, Lucio and Mark van Bommel to represent their respective nations.
They have however granted permission for younger squad players such as Breno and Jose Ernesto Sosa to join up.
“Naturally it’s not good to miss part of the preparations for the start of the Bundesliga season” Sosa said.
“But for us Argentines, it’s unbelievably important to play for our country.”

Ivan Klasnic has agreed a four-year contract with newly promoted French club Nantes, according to the Ligue 1 side.
The Croatia international has recently left Bundesliga outfit Werder Bremen as a free agent after letting his contract in Germany come to an end.
He had been rumoured to be attracting interest from England, with Wigan among those said to be monitoring his situation.
However, he is now set for a new challenge in France and will be hoping to reassert his position as one of Europe’s most feared strikers.
He scored twice for his country at Euro 2008 this summer, putting his recent health problems firmly behind him.
He was forced to undergo two kidney transplants in the last two years, and is currently in the process of seeking damages from Werder for their failure to diagnose the condition during his first five seasons with the club.

The friendly game between Werder Bremen and Fortuna Köln, which will be played on the East Frisian island of Norderney, has been brought forward by half an hour. The game will take place on Thursday, 17.07.2008 at 6:30pm.
The kick-off time has been altered to meet the wishes of German sport broadcaster DSF, who will televise the match live. It is the only pre-season friendly featuring the Green-Whites which will be shown live on television.
There is one possibility to follow all of Werder’s friendly games. The clubs own WERDER.TV portal will broadcast all pre-season friendly games exclusively live and in their entirety.

Chairman of the Werder Bremen board of management, Jürgen L. Born, will be in Nyon, Switzerland on Monday and Tuesday (07./08.07.2008) to partake in the European Club Association (ECA) general assembly. The independent organisation was established to represent the interests of European clubs. At the two-day meeting, the first official board will be elected, which will finally be able to begin operations after several months of development.
“They will be a very interesting couple of days, as many principle decisions will be made. Aside from the board, there will also be a number of cooperative groups established and we will discuss the new ECA office,” explained Born.
In early 2008, the ECA took over the work of the former ‘G14’ group, who represented the interests of the top European clubs in a counter role to UEFA. The new consortium has already been compiled and will be composed of representatives from all 53 UEFA member states. The ECA will represent an estimated 103 clubs all across Europe, which includes Werder Bremen. The exact number of clubs to be dispatched by each individual federation will be newly allotted every two years.
